What Happens is there is a round in the mag and the bolt is all the way to the rear I press down on the bolt release and this is as far as the bolt gets.

It looks, from the picture, like the bolt locking lug is in the locked position. Open the bolt a little and rotate the lug 90 deg.

But the rifle will not operate semi auto either,the same thing happens .

Sasha88, This is a picture of the position that the bolt locking lug should be in whet the bolt is open. You beed to manually rotate the lug upwards to get it into this position.

This is what I think is happening here ,as the bolt carrier goes forward stripping a round from the magazine and feeding it to the chamber for a brief instant the round gets snagged stopping the bolt carrier but not the bolt it continues to go forward rotating as it goes and resulting in a jam . What do you think ?

Has this rifle functioned correctly for you previously, or did you just get it? Have you recently disassembled the bolt?

Yes I have disassembled the bolt and looking at Silvermino's picture I think I screwed up because when my bolt is in that position I can see the the firing pin spring around the firing pin.

I have disassembled the bolt on 4 of my model 8's and remember struggling with this same thing. I just had to fiddle with it until I figured it out, but unfortunately I don't recall exactly what I had to do to fix the problem. I think you have to remove the barrel assembly and manually set the bolt to the correct position prior to assembling the halves together. When you get the correct combination, the bolt will close properly.

I think I found the problem ,the bolt lock did not have the little spring so I put a spring with it and the bolt closes OK ,now we'll see if it feeds OK when I shoot it.
